Introduction

Conforming to the guideline of “one country, two systems” and to the uniform planning of the central authorities, the cooperation among Guangdong, Hong Kong and Macao is to establish various effective coordinating mechanisms in light of the principle of being “overall, foresighted, pragmatic and mutually beneficial” and to explore with keen efforts to promote integration of regional economies, hence to increase the overall strength and the international competitiveness of “the Greater Pearl River Delta”.

In 10 to 20 years, we will strive to build the Greater Pearl River Delta, including Guangdong, Hong Kong and Macao, into one of the world’s most prosperous and most dynamic economic centres. Guangdong is to be one of the worlds’ most important manufacturing bases, Hong Kong will continue as one of the world’s most significant service industry centres, with particular strengths in the logistics and the financial sector, Macao is to be among the world’s most attractive gambling and tourism centres as well as the regional platform for trade and service.
